Guys, lets not turn derail the topic yeah.
IM is more of a guideline and many Mins actually have their own internal policy variations so we can never be sure across the different Mins.
If we use pte degree as an example, IM is kind of ambiguous on what is recognized so certain Mins have their own internal list of approved institutions. There is also a particular Min responsible for our education *wink* that totally does not recognize any pte degree whatsoever. So IM can be interpreted differently by different Mins.
However, HR will always choose the safer option so as not to 'rock the boat'. So it really depends on whether, for lack of better words, 'heng or sway'.

Do show more respect to CS Lee. He is a senior in this forum. It's bad enough having a private degree and now he got to face the barrage of sarcasm. I am pretty sure he is already feeling lousy so let's not add salt to the wound.

The previous post is right. Need to be a scholar to progress far. There may be exceptions but there are only a handful of them.

There are a few things that the organisation would do to mitigate the "non-scholar" status for someone who is deemed as having high calibre and promising. He/She could be enrolled in the high potential program/Mgt associate program or awarded a post graduate scholarship in management degree.

How is the progression for a second lower degree from local university? Is it possible to smell anywhere near DD/D?

Once you get in the CS, you will have a chance to move up. It may surprise you that there are several 2nd lower grads who are now bosses (superscale) of their 2nd upper and 1st class classmates/cohort in the CS as well as SB.
Your academic qualifications are but 1 aspect of your capabilities. How you approach challenges, your ability to see the big picture, your communication, leadership and management skills are all equally if not more important. You also need to have the energy level. Some of these people work 12 hr or more each day and are still on the go the next day.
