No this is not a botique set up by anyone from big 4 although one of the Lawyers prev worked at big 4. And the other from a mid. Also I’m doing my rlt here, not qualified yet.
Small firm generally just refers to size i.e. < 10 lawyers. A boutique set up by a SC or well established lawyer is another matter. It will be the exception in terms of salary and quality of work from other small firms.

Understood, but it’s always perplexed me how a FCH from an overseas Uni choose to start their training at these small firms. Or even strong 2:1 local NUS students doing it at such firms (including strong extra curriculars). What’s the reasoning?

For example, is Chancery law corp or Gabriel law corp considered a small firm?

People can make the choice for many reasons, there's no point trying to guess why a FCH would choose a small firm over a big firm if you feel like you would not do the same in their shoes - you have different considerations from him/her.

Just be aware of what are the objective differences between the firms and make your decision from there.

Chancery yes, PG can be considered a boutique in some ways but I've heard their salary is around the small firm level.

Either -

A. Personal choice or

B. They cannot find a place better as those better places were filled up

Could also be C. They applied late

B and C sort of go together right, like the places got filled up cos they applied late. Then if it’s personal choice, I’m wondering what they get out of it considering achieving FCH or strong academic + extra curricular involved lot of effort which, more likely than not, was with the intention to up their chances of starting work at the bigger league firms..?
