Bro what do you expect them to say? The interviewers set aside time to interview you, the HR had to prepare admin work for you - and then you hedged them against your pending offers.

Yes, it is common. But expecting HR to reply to you after you tell them you don't want the TC is not common.

Once you tell them you are reneging, they will usually just ignore you.
