Probably they were salaried partners in a local firm and moved to international firm. It's very easy to get the partner title in local firms and most of them are salaried partners who earn less than international firm associates.

Heard NRF was similar to the big four - somewhere around $7k+ as an NQ (sg qualified), but now that they are changing their training structure and their trainees get dual-qualified in England & Wales, I'm not sure - things may be different now

How can NRF be $7+ for NQ?? 1 decade ago they were paying $25k or more for SAs. Granted their SAs are like 8PQE or something.
Or are you mistaking $7k for the FLA firm of NRF, which is Ascendant Legal?
