Hey for accommodation thats within 30 minutes you can try redhill/queenstown/tiong bahru in the south, or the eastern areas in singapore like paya lebar/kembangan/kallang/bedok. Take a look at the Singapore MRT line and property guru website for ideas!
There's lots of options!

I'll further complete the list with my geographical knowledge of Singapore. 30 minutes MRT from Raffles would also give you:
1. Bishan. Where I stay. Nice place. Some say, along with Toa Payoh, the neighborhood areas closest to town. Heartland mall in the form of Junction 8 to satisfy your shopping.
2. Toa Payoh. Slightly larger neighborhood but also very nice. I believe it's still the only Bus interchange which is air conditioned. And the bus interchange is huge. Lots of local food options.
3. I also recommend Ang Mo Kio. Here is where you'll get closer to the locals but still nice place. Has a large mall in Amk Hub.
In terms of food, all three, as a matter a fact, any neighborhood in Singapore, has all combinations of local food and restaurants. So don't worry about food.
In terms of distance from Raffles, it'll be Toa Payoh (closest), Bishan then Ang Mo Kio. They're one stop away so they're really all just bunched up together.
I'll just add that Newton and Novena, which are even closer to Raffles are the city fringe prestigious areas. But I doubt you'll find a nice place for 2.5k/month or under. You can try looking but those areas should be out of your budget.

TCS has not obtained a single EP in 2016 - my friend who works for TCS HR told me. MOM told them to try hiring a few locals. If you are working for TCS in India, you may have to wait till June 2015.

8000 SGD is not my household income although we would like to live within that range. My wife can expect a similar salary, or atleast 7000 SGD per month minimum once she finds employment. That brings the household income to 15000 SGD per month which seems "ok" based on your views.

$8000 a month is quite ok if u ask me.
But dun be too confident with the management of expenses here in Sg.
Rents varies depending on your expectations. If u rent a govt flat, be prepared to stay further away 'outskirts' = more then 30mins (train ride/walking distance etc).
Rents for 80sq metres flat range $2200 up. If u bring your wife, dun think you want to share the flat with other people. Depending on govt highly volatile policies on renting of govt flats, things might change in the near future so be prepared to fork out or budget abit more in this expense. ($2500-$3000 just in case)
Food is reasonably price locally, but its not cheap from where u come from. If you dine out daily or if you are a vegetarian, u might end up spending a large expense for food in small restaurants or specialty food outlets that cater to your taste from your home town.
Its best if you can contact your friends who already here n have been realistically accustomed to the 'living expenses' here.
Your pay package, lots of Singaporeans dont even have. So be prepared that competition is tough locally and many will eye your position if u dun work smart enough.
