Don't expect a severance package if an offer is rescinded before you start working. Some companies do it, but I would say there's a low chance...

What makes you think easily find a new job? Weak job market and more jobless people looking for jobs. Demand / supply affected.

Probably because there are not enough new projects needing people.
Usually normal at the beginning of the year - before the project budgets get approved

Picky and some are just plain forgotten and choose to cruise which is not bad because some seniors are getting 7k+ for doing nothing but in a market like this, people like those are the ones who will get laid off first.
