It is actually common for people to nego for MA programmes. Of course they won't be dumb enough to brag to others so usually no one within the batch finds out.

If the hiring manager really likes you, he will fight for a higher salary for you.

you're comparing barclays to uob? that's a bulge bank. uob is not even close.
