Is it normal for interviewers not to turn on their cameras during the interview?

I think for interviewers who are more senior level, they dont on cam.

I think it was the executive directors. Is there a reason why they don't? I thought it would be a norm for video interviews to facilitate communication and introduce one another since there is alr a lack of physical interactions
