In most CS and SB ( NUS is like SB) bonus award is entirely dependent on performance for the period of assessment. Whether your salary hit the ceiling or not has no bearing on the bonus.
Logically, as a boss, if my staff has hit his ceiling and cannot go up the next bar because of lack of job vacancy or hit CEP, but performs well in current grade, I will recommend him for bigger bonus.
