This is what is happening on the ground. Even scholars who are not given due recognition (in terms of career progression) are going to the private sector. But then again, their perception of career advancement will be different from normal people, in that they expect reaching senior position within 10 years of service (around there).
In the end, people forget why they join the civil service in the first place - to make Singapore a better place for her residents.

The problem is everyone thinks himself got talent and destin to be CEO when young. When you reach 40 and realise you are just a mediocre guy stuck in some crappy level job that pays only <200k and in danger of retrench, its too late to turn back liao.
