I have my doubt. Before I join I thought there is a HR that oversee the whole group to ensure the salary is standardise but after working here for 6 years as contract it seems very apparent. Every division have their own HR.
And their own practices
Eg. Some division every hire is a perm staff. Only minimal outsource. Some other division every hire is outsource, only a few perm.
Its hit or miss. Some staff is perm quit and rejoin as contract. Some is outsource quit join another division in another block auto perm.
There is no standard.

The things they do are different too. In terms of paying non technical people well, ST does not lag that much behind.
