Those are salary grade. If you search for someone title in the outlook directory.
E5 - project engineer
E6 - senior engineer
M1 - assistant principal engineer
M2 - prinpical engineer
But someone who is M1 can have a job title as "Operations Manager" then this title is given by the division manager cause the division is managed by the division manager. they want to call what. then call what lo. LIkewise in another division someone who is M1 is called "business manager" or someone in M2 is called "technology managers".
Likewise all the E5 - project engineers.
They call themselves as they like. I have seen linkedin resume title like
"Software engineer"
"Software developer"
"Machine engineer"
"Support engineer"
"Project Lead"
"Software Lead"
"Data Scientist"
"Dev Ops"
"SYstem engineer"
"Project Manager" - some even call themselves project manager as E5. =)
ST is really inflated with titles.

There are E5s given "manager" in name because they are in charge of the portion in a project. Talk about title inflation.

lowest position depend on you join as a degree grad or poly grad. bonus normally between 1-2 month. increment is normally 2 digit...2-3 %

E6 to M2
It is true that some E6 are paid better than M2. Some E6 that have been in company for donkey years yes a lot of admin roles are paid in the 5 to 6k range. Do minimal and yet get B grade. Getting at its peak 3.5 months bonus. They also clever don't wanna promote to manager cos of ESS scheme. The share scheme where they contribute 10% of pay to the share scheme and get matched 5%. This group refused to be promoted to manager.
Example if E6 get paid 5k. With the contribution max at 10% = 105% = 5250.

i think you have to look at their years in service.
For example a staff started off from E3, after 20 years reach E6. Reasonable for their pay to be in the 5k 6k range.
Another staff, start off at E5, after 8 years reach M2. Also at 5k 6k.
Quite reasonable and logical. Bonus wise is really based on their work performance. Can't comment much if management decide to give that admin staff a B or even A grade.
