Default PhD qualification for academic position in NUS and NTU

I noticed that the PhD qualification that academicians in NUS and NTU have are either from US/UK or Singapore. In fact I do not see anyone holding postgraduate qualifications from other Asian countries such as Malaysia, Thailand and etc. Is it a policy for universities to have such qualifications in their
faculty staff. Please advise

Not a 'policy' per se. Most US/UK and Singapore university PhDs have more prestige and are harder to get. Hence, they are more preferred than PhDs from other Asian Universities. Take for example NUS, recently they've been ranked top in Asia by QS. They wouldnt hire any PhD grads from lower ranked universities. Especially not South-East Asian Universities. Malaysia, Thailand etc has university rankings that are very low compared to NTU/NUS. Not to mention that the competition for jobs in local universities in Singapore is quite tough. Hence, they will take PhD grads from better universities.

There's nothing wrong with being strict in the criteria for the hiring of academicians in NUS. Those with PhD from US/UK or Singapore have been through tough research regime as compared to those from other Asian countries' universities. Having said that, there are academicians in NUS from universities originating from Asian countries like Hong Kong, China, and Japan etc.

At the end of the day, we don't want some half-baked PhD grad to come in and teach our young undergraduates do we?
