not sure for fresh grads. But for experienced hires (even at MX 12), it is definitely possible.

It will be hard even for MX 12 unless your portfolio is superb. MX 11 onward more likely as applicants are more experienced with industry knowledge.

how do they determine your salary then? i m offer a manager position but i have no exp for it at all

This is what HR would do. HR offers you $X amount (but actually she is prepared to offer upto $X+$100). You ask for more. HR then make you happier by saying she can up the offer to $X+100. Then give you 2-3 working days to think.

If nego fail, HR would call up next person until someone accepts. That's why recruitment may take longer for some, as these candidates may not be their original 1st choice.
