If we are talking about job title, then "Manager" doesn't mean anything as in some ministries, a fresh grad is given associate director as their position.
If you mean manager responsibilities, that really only takes about 6-8 years.

what is manager responsibilities??? some jobs which are even lower than fresh grad level can have subordinates whereas some very high level jobs are more technical expertise and no subordinates. i dun think its that straight forward in real life.
my take is since so many different kind of jobs & different companies give different title, it is more accurate to talk in terms of pay so that at least everyone can roughly know the level we are discussing. pay is not perfect proxy, but much better than job title or talking abt how many subordinates.

One way to succumb this is to do a positional count; i.e. how far away are you from the CE/CEO/PS. This will avoid subjectivity. Nonetheless, pay is a good gauge of responsibility.

that is only possible if ur comparing positions from orgs that are roughly same size, otherwise wont work. for e.g. if ur 4 steps fr google ceo is very different from 4 steps fr starhub ceo as the starhub ceo himself is equal to 4 steps from google ceo.
same thing with public sector. if ur 3 steps from perm sec of mindef is ard MX8, but 3 steps from a smaller stat board ce like ncss is only MX11

What's your take on someone who is earning 6k plus in mx11? No subordinates.
