nothing much to say. stable dead-end job rising by the MX ranks. you should be going in at MX13. after probation MX12. In charge of all aspects of IT for the entire organisation.

Dun bulls1t if you know nothing about SIA. SIA follow the GLC system not civil service, smlj MX13 after probation MX12?
IT Executive is a E4/E5 position, starting likely 2.8-3.2k, progression is slow but stable.

Depends on whether you mean manager title or manager grade.
Since they give out manager title at M1 grade, you can be called manager after promoting 2-3 times, so most deg grads will get their manager title in 6-8 years depend on performance. But this is a fake title and your pay & benefit is still like executive and company will consider you as non-manager staff internally.
Real manager grades are M4 & above, so most people either never make it this far or take about 15-20 years.

I have a friend working in SIA as station manager, not sure if his kind is real manager or just fake manager title.
