But mine has nothing to do with integrity issues leh.
I suspect it's due to internal transfer (my recruiter says there has been cases like these happening at the stat board).
However, recruiter also refute that the stat board has not officially offered me the temp job, hence it's not really counted. But I know that had there be no internal transfer, the recruitment will NOT be halted and I will get the official offer eventually.
How I know? Because hiring manager pre-empt me that I will not be able to start work immediately due to clearance, as well as other non verbal cues before, and during the interview that highly suggest that the hiring panel has long decided to hire me.
Also, the role is to cover someone on no-pay leave, the sudden U-turn cannot be due to budget cut since they are approaching the start of a new financial year.
I honestly don't know what to think about this case.

Jobless for 9 months now. Feeling really worried and down. Ever doubted my self worth, like why can’t I get a job. Been to a few interviews but didn’t get call back 😩 how do I deal with this anxiety

More often than not, it's not that people don't have offers. But people think the offer isn't good enough. If aunty uncles can get jobs clearing plates at hawker centre, I don't see why u can't even get an offer.

Sounds like you failed the clearance.
And recruiters have been told not to disclose clearance failure as the reason.
