Minimum grade 2 for 2 years before you are consider to put up for promotion.

It's their psychology game plan. Also don't forget, HR can tell you that they have a corporate policy that says they have a max % that they can offer. Understand that some roles are ranked/titled "Manager" but not necessarily a "Managerial Scope".
For the example of 4k, HR can always say...we will offer you the role with a 75% increment. The job market is pretty bad now, hence I advise you to accept our offer of $7k for "Manager".
By the way, what's the base salary their "Manager" positions?
