well they are govt agencies are are allowed to do so

If you put your current bosses as referees HR will naturally check with them. If not, it is not normal

Nope, I didn't. That's why it's weird. They only asked for my current HR contact.

My gosh. Did you give them people whom they can check with? Thought they would check with HR only and not straight to your immediate bosses..

I only gave them my current HR contact. Nthing was revealed to them about my current bosses. Was wondering if my HR was the one who went to tell my bosses given that our dept is having high turnover rate now?

I got a soft offer from a stat board A and the offered commencing pay was about $300 lower than my current job's pay. I am currently with a stat board B and will receive my annual increment in Jul. Stat Bd A has asked if i am agreeable for them to do ref check with stat bd B before they could officially make an offer to me. I had thought under movement policy, the offered salary should not be worse off. Anyone able to advise on this?

hr will always try to lowball you, gov doesnt mean they can anyhow match salary also....
