But recnely I feeling abit weird.
I got hired. But I saw a job posting of the role I am hired for again in career@gov
..........ans I quit and serving notice.
Do I still have my job 😢

Unless he quit without signing the contract...
There are people who took verbal offer as clear definition of being hired and serve their notice period.

if thats the case.. i dont think that would be a smart move. though usually from a govt sector, a verbal confirmation is more or less concrete, but never tender before signing the contract

If my job application status has changed from submitted to shortlisted around 3 days ago but still havent receive a phone call for an interview yet, should i email the HR to enquire?

If you are shortlisted you will be called, dont trust the status too much. i had one application that changed to shortlisted and it stays for a month, then it became unsuccessful.

If the "expected salary" stated on the application form is not something that they can match, would they inform you beforehand, even before they proceed with clearance checks? Does anyone have any experience of CS offering way lower than expected pay after all the clearance checks? What I am worried is that I have a verbal offer now but after waiting the supposed months of checks, the salary is undesirable.

Before they gave you a verbal offer, they have to get management approval on the salary.
If you worry that much, you can always email / call them.

Shortlisted doesn't really mean anything. Each agencies have their own versions or meanings to the different statuses (it is quite inconsistent). I have applications, 4 or 5 can't remember, which had shortlisted statuses but they didnt call or email, before it changed to unsuccessful. Then i had in process statuses which i received calls. But i do see a pattern of usually ministries like msf, mccy that shortlist but dont call before becoming unsuccessful
