Went thru interview at SB, told I'm selected following week and went thru reference checks. Few days back got call from HR for verbal offer and said will take about two weeks for approval from management before issuance of LOA. Is this the normal process or would HR follow up with an email after verbal offer?

So usually there will be an email stating the offer after verbal offer on the phone?

The other person offering you 'advice' is likely a black-hearted troll.
The two week period is normal, here's why.
Firstly, they sound you out with a verbal offer because all hires requires the Chief Executive (for stat boards) or Perm Sec (Ministries) approval. So if the candidate is not interested, obviously they won't surface it to the senior management for approval.
Secondly, HR handles quite a number of candidates as you can imagine. So they tend to try to bunch up the candidates for approval in a single email. This means collating and waiting for a few candidates before going up to the senior management to seek approval, as opposed to singular emails.
Once approved, that's when they can generate the letter of offer and get back to candidates.
