What is the rationale behind hR cannot let candidates know they fail reference check, or the reason why they retract job offer?
There's no PDPA involved. Who is HR trying to protect?
Companies owe job seekers the right to dispense the truth, esp when job seekers consent to them on referees' contacts and background checks.
It's atrocious that public service can anyhow anyhow withdraw offers and play with jobseekers' feelings.

Hiring freeze is unlikely as the job reappeared.
Sounds like internal torpedo from own Min.
Char ref sabo is possible but you provided it.
Internal sabo from own Min is more likely.
HR will not disclose the source.

i kena such u-turn b4
at a super latter stage of the hiring process
one of the PMO SB/department
interview cleared
G50 cleared
saw the provisional offer which the the SB sought onward approval from Perm Sec lvl to supposedly formal offer the post
end up kena retract
when i try to probe out of curiosity (but knowing how civil/public service works, they usually won't disclose), the POC can tell me no one was hired in the hiring process
--> what a waste of man hours to interview ppl, screen to clear them, get PS blessing for formal appt to post only not to proceed hiring with even 1

Does every ministry and SB require G50 screening? One of my friend join one of the smaller SB without doing G50.

Anyone knows how HR will calculate salary package for a mid career joiners?

Not true. If you read up on the IM it does give you some clues to how salary calculation is done of course the actual amount only HR will know.
Source: I work in HR and actively does salary calculation for officers.

from what i know, pretty fixed and sometimes midcareer joiners end up taking paycut. They could have been from other statboards too.
