to me the character reference checks would form part of the admin clearance process.
if there's any red flags raised, makes very sense for them to put up submission for PS approval because these fine little details sure will get picked up by PS level.

Went for interview at a SB last week. Interview went okay, no negative vibes. HR manager was part of the panel. At end of the interview, HR manager said he will let me know if successful or not.

So far no reply from them till date. Is it okay to reach out to ask about the status or take it as unsuccessful?

audit leavers ask for sky high celeries but then need the account assistant earning 2k to teach them how to use to software and get culture shocked when no structured training or teaching unlike the adult daycare center that audit firms are
