means your application is still being considered, but no decision made yet. submit what they tell you to, and then prepare to wait a long while. because this is the most opaque and time consuming part.

Anyone knows what levels of approval a typical stat board hiring decision needs to go through? If the panel already consist of senior management then who else needs to approve before an offer can be made? Am from private sector so not familiar at all with this...

assume u passed the interview (boxes ticked)
they interested to jio u
admin clearance ie screen u depending on security clearance required
assume u are cleared
hiring agency / sb / dept will need to put up formal submission to get endorsed by Perm Sec before u r formally offered the position
that is usually the norm but caveat for possible offer retraction at latter stages
so don't assume that you clear the G50 screening & reach the PS submission stage is woon woon jiak mee hoon ah

mines now at the concurrent process ie the IHL checking my refs + screening as per MOE requirement

thanks for explaining! fingers crossed offer comes soon. I think this role not sensitive so I didn't have to go through G50 screening. does admin clearance include reference checks? Also wondering if budget for the role is basically signed off by PS before formal offer, then means not much room for salary negotiation cos HR will need to submit again for PS approval to raise the offer?

i am able to base on my recollection whr my offer was retracted after PS submission (this was way aft the HR person show me the indicative offer number that I agree to before they proceed to seek PS blessings to formalise the posting only for the indicative offer to be retracted entirely).
morale of story is that G50 cleared doesn't equate to bao jiao durian scenario
u didn't have to go thrgh G50? so lucky?
to me the character reference checks would form part of the admin clearance process.
if there's any red flags raised, makes very sense for them to put up submission for PS approval because these fine little details sure will get picked up by PS level.

PS will look at the submission and only give the yes if the content (which logically would include the likely pay package etc) is sound
but we can never know what is on the PS's mind when they peruse the submission
if along the way there's any unexpected torpedo or even hiring freeze, then u can really LLST

yeahh job market tough now even gov also can retract offer :/ moral of the story is continue applying before signing LOA... but thank you all for the replies, this was helpful!

so long as it's not a signed LOA
even if its just an indicative (or some like to call it verbal offer) offer, don't assume everything is safe even if u have cleared the admin clearance phase
