Generally if remuneration package is mention its consider verbal offer.

Keen to process has different meaning in different stages. Here i assume is after final interview.
Verbal: 95% in (why not 99/100% because of last min pull out- example position make redundant).
Keen to process: 75% in (unless you fail security clearance/medical or reference check). Reason because you already know your background including security and medical. Reference is also put in by yourself. 25% is mainly due to security clearance. If you know you have good security background + health, your chances is as high as 95%.
As for 50% i would state as long as you selected for final interview, you are at 50%

Sorry, but in the case in which I am asked to fill up security and medical forms right after I end my interview (only 1 interview for me and i am not asked to fill up any forms before the interview), does that mean it is 75% chance of me getting the job? I mean if they are not interested, they wont have asked HR to proceed with my application right? 🤔

Are you OP of #3381?
Put aside filling up forms, that's not important. Did you receive call from HR after your final interview to inform will proceed with application? If yes + its indeed final interview, your chances is high.
Do contact with HR for confirmation, remember to ask them whether there's another round of interview.

No, i am not the OP of #3381.
Around 3 weeks after I had filled up the forms and submitted to HR, i got an email from HR saying that they want to proceed with my application and is actually processing it already. So does that mean my chance of getting this job is high?

To add on, i applied to a small stat board. Before i went in for the interview, i was told by HR that the one interviewing me is the hiring personnel. That is why i assume is just one and final interview only.

I am the original poster of 3381. Final interview was last week Wednesday. had a call with hr last friday where we discussed expected salary, designation. They updated me again today and say that they should be able to match my expected. Will still need time to process my application.

You chance is high. However to prevent any upset, do engage HR to confirm whether there's more rounda of interview. If no more interview, high chance is job is yours.

I just gotten a text from my referee about getting a referral check from the HR. Does that mean that i have a high chance of getting the job? 🤔

Nope I didn’t manage to ask that. All I know was they will process my application and seek approval for the designation.
