Does your verbal offer comes with a package as well?

You may want to call your HR and check with them.
Usually a verbal offer come with salary package, not talking about expected.
However i would said yours is 80% confirmed.

Verbal offer: 99% getting the job (unless got issue with background/medical checks)
Keen to process: 50% chance of getting the job
This is my understanding, correct me if i am wrong.

Keen to process what do they usually inform the candidate? So meaning no salary is mentioned? Keen to process would they still do background/ reference check?

Can I check if I have accepted an offer from a Ministry but have not signed with Vital.
Can I still back out and accept other SB offer ?
First time entering CS, pardon me. TIA.

Verbal offer likely already do background check and most already do medical check. Anyway, different min/sb got different practice so will leave it out.
Keen to process has different meaning in different stages. Here i assume is after final interview.
Verbal: 95% in (why not 99/100% because of last min pull out- example position make redundant).
Keen to process: 75% in (unless you fail security clearance/medical or reference check). Reason because you already know your background including security and medical. Reference is also put in by yourself. 25% is mainly due to security clearance. If you know you have good security background + health, your chances is as high as 95%.
As for 50% i would state as long as you selected for final interview, you are at 50%
