If the HR also conveyed your remuneration package and your appointment grade, then yes it is a verbal offer or a conditional offer to be exact subject to background checks and PS/DS/CE's approval.
But then again, HR would usually not be wasting their resources and time to do a background check with your current company if they have no interest to hire you.

For my case is HR did not tell me my remuneration package but told me she's going to check with my current SB company. I interviewed for a SB 2 weeks ago. N last heard from de HR 2 weeks ago. They called me 1 day after the interview to tell me abt the check
