They could only be providing with a rough timeline. What u can do is, after the 2 weeks wait is up, give the HR for call to get a closure.

Informal Session
I went for an informal session last week with 3 deputy in the room for a position. Why is there such an informal session? How long do I have to wait for a formal interview session with the panel?
I was told that this is their normal practice. Please advise how long should I wait until I move on?

Whether is it formal or informal session, it's still the same. Usually if they are interested in you, they should get back to you within a week. Did you ask them how long will they take to get back to you?

Informal
That's the problem. I forgot to ask how long do I have to wait...
I sent an email 2 days back on the status to the HR and she told me her boss hasn't got back to her yet....
In such situation, what should I do? Should I continue to wait for 1 more week before I move on...

Hmmm you can continue to wait for another week, but don't pin too much hopes on it le. Rather, try applying to other ministries/stat board.

I thought it will be good to receive at least a letter to indicate whether successful or fail...

Yes I also think so. But a lot of companies don't practice such accountability. If we want an answer, we just have to check with the HR. But sometimes HR also gives very standard replies like "still processing. Will let u know again".

My experience with civil service is that, if you have been shortlisted for the final round of the interview, but not offered a job, they will inform you of the outcome by the end of the time period they mentioned.
