In Process really can take up to 3 months for a formal rejection / update. Be patient and cast your net wider while waiting

From my friends' and my own experience:
(1) Interview (up to 3 rounds; takes about 2-4 weeks)
(2) Shortlisted + Verbal Offer (HR may call first to inform youre shortlisted and do interest check, then verbal offer can be immediate or follow 1 or 2 days later; if HR offers a figure then yes maybe nego here)
(3) 2~3 weeks wait for HR to prepare the documents
(4) Security & Medical Clearance (rigor of clearance depends on the role and agency; sometimes just sign medical declaration will do)
(5) HR send contract for viewing [given 1-2 weeks to think before letter of offer expires]
(6) Sign offer
*can also nego and counter-offer at (5) and (6) if youre not comfortable with the offer
If your concern is the salary offered, then try to ask HR to provide the figure for your consideration first before tendering your current job. Otherwise, i'd say you shld tender while you're in the security clearance process before signing offer.

'firmest' approach would be to wait for the LOA (letter of appointment) before resignation.. assuming that its a new-hire approach or jumping salary schemes between ministry/stat boards.. moving via movement policy between ministry/stat boards entails different considerations

For experienced hiring, how much room do you have for negotiation of salary? Eg, being offered 5k.
