The chance of them not offering you the role is low i guess. I got offered the day after my interview and they wanted me to resign immediately from my previous job as my notice period was 2 months. I only managed to sign the contract 2 weeks after they offered due to security clearance and admin things.

Thanks! I'll guess I'll email HR to ask roughly when I can get the official appointment to sign the letter of offer

Reference check happens all the time. Esp if jumping from ministry to ministry or movement within gov sector. Unless offered in black and white, continue searching and applying.
Even if ppl reply 99.9999% also no use get your hopes up high
