Anyone from dsta doing engineering project management (non IT) manage to jump outside? Want to have some idea what are some possible career transitions, worried of non transferable skills

Does DSTA look at NS conduct grade?
I got a 'good' conduct and performance and no replies after 3 weeks while my friend with 'outstanding' got offered for engineering role. Both of us are 2nd upper.

When does HR get back to you?
Just interviewed for a technical role a week ago. HR has not gotten back to me yet. If I am accepted or rejected, will I receive a reply from DSTA?
