Hi all,
What would be the average salary for the following profile :
Senior engineer with major EPC contractor in the middle east.
8 years in EPC business - power+refining.
Engineering of packaged mechanical eqpt esp. rotating eqpt.
extensive project engineering exp with projects @ 5- 10 mill range.
Am evaluating a job offer from a offshore engineering firm and
would like to know the prevailing salary levels....

Depending on the job description of the new job and the job title from the offshore engineering firm.
Assuming it's a mechanical engineering role on rotating equipment packages in the design office, you should be asking for around $7500. Anything above five digits would be pushing it. That is more likely for managerial roles such as project manager or project engineering manager with 10 years experience.

The job in onshore in the design office. Primarily involved in sizing/selection/application engg/review of GT's , pumps, compressors, etc. Also mechanical packaged eqpt such as Dryers , N2 generators, conditioning skids , etc. There is no Hardship allowance component.
Is the figure of 7k quoted generally offered to Europeans expats only ? ( am of Chinese descent )

I would like to ask whether the Hay's salary guide for oil and gas industry is realistic?

For locals I suppose.
Take it with a pinch of salt. Really depends on job function and type of companies.
