It is good that you are realistic in your expectation to not expect to be a specialist on your first job. However, I must comment that your goal of having a career mapped out before leaving school is not feasible. At the end of the day, C&B and BP are arguably the most competitive functions due to their very high pay and promotion prospects.
The competition will be stiff and it is really hard to map out something like that. For all you know, after a few years doing ops stuff you might want to pursue other functions which have a higher probability of success. All I can say is keep your goal in mind as you go through the first 7-10 years of formative experience, but also keep yourself flexible and not be too hung up about “career paths”.
As for which of the 3 local unis to go, I personally feel there is really no difference at all since HR is mostly a soft subject. In fact, Finance is probably closer to C&B than any HR degree. Anyway what you will learn in uni is just generic clap trap, go through motion and get your degree and move on. The important thing is to get your GPA/CAP score as high as possible. This is not guarantee to anything, but at least it’s one more tool for you to compete effectively.
