Tiagong no need, GEO5 can still progress directly to SEO1 if you are KP, Teacher Leader, or HQ officer. GEO5A is for happy ordinary teachers who still chiong and outperform but no leadership position.

Yes, SEO1 CEP is necessary to pursue a posting to HQ as an EO.
