MX11 is the max level for teacher? What about the officer at MOE HQ?

If you are saying slowed down at higher levels due to the choke in pipeline then possibly yes. But if you are still within classroom teacher grades and/or have already been put on official KP position, then there is no reason why your promotion to Geo 4 would be stalled. This is unless you dont meet the perf grade requirement.

Confirmed KPs have to be GEO4. What's puzzling is that there are confirmed KPs who consistently meet the requirements of their jobscope but are still stuck at GEO4. There is indeed no reason for a KP who meets expectations to be stuck at GEO4, since the establishment grade is at least SEO1. But it happens. Why? Well, I'm not from HR.

Slowing down promotions (without service-wide salary adjustments) is a stupid way to alleviate a choke in the pipeline. You just end up with higher attrition rates at the lower end, which ironically worsens the problem.

The genuinely good & talented ones don't need to think twice about leaving because they can easily enjoy much better progression outside instead of getting more and more responsibilities every year in teaching, but sluggish promotion.
