1. Observation: promotions for EOs have visibly slowed down since around 2015
2. Assumption: EOs are unlikely to have faster promotion rates than MX pre-2015
3. Deduction: If #1 and #2 are true, then EOs likely have slower promotion rates than MX now
4. #3 is supported by anecdotal evidence on just how slow it takes for EOs to get promoted, even if they are confirmed KPs

A quick comparison of progression rates shared in the teacher thread vs the civil service thread shows that it’s much faster to reach MX11 and GEO4.

MX11 is the max level for teacher? What about the officer at MOE HQ?

If you are saying slowed down at higher levels due to the choke in pipeline then possibly yes. But if you are still within classroom teacher grades and/or have already been put on official KP position, then there is no reason why your promotion to Geo 4 would be stalled. This is unless you dont meet the perf grade requirement.
