There are build-in opportunities and portfolio designated for leadership track. The ST has no one to fall back on except himself/herself and lacking in "real opportunities". To be very honest, I gave up a HOD position to join this school.

Not true. I have friends who were identified as ST potential, the school identified them after a few years and were given opportunities. It was explicitly spelled out by their school management. However, they were not keen to take up the offer. They are in this not for the glamor and etc.
These friends include language teachers, math, science and humanities teacher. Not only were they excellent classroom teachers with strong curriculum leadership. They are also very nice person to work with.

Enquiry about ST
I have been offered this twice in 2 different schools albeit for two different subjects. If I were to compare, the push for opportunities is quite varying from both schools. One kept pushing for more, while the other did nothing. I think ultimately it boils down to what I want, and willing to work for. I should speak to my RO about developmental plans before signalling a move. Thanks everyone for the advice.

I'm exaggerating, of course.
If you're planning to do a phd you can probably end up as a principal very fast. But then it becomes admin rather than teaching. Of course, as a teacher nowadays it's still more admin than teaching too. You've got to juggle all the involvement in all kinds of committees and actual teaching.
There was this joke a friend told me last time.. it was something like, "so this school has best volleyball team, best this, best that, has Singapore Quality Class certification, and produced the top O level scorer. But do they still educate children about what living life is about?"

True. I always respect Teachers. Phd is required though to flourish in this field.
