Feeling demoralised
12 years in service.
Came in with diploma in 2011.
Got emplaced in 2016 to GEO2 after completing my degree.
Got my GEO 3 in 2019.
I believed that after emplacement my progression will be on par with my degree holder counter parts however its demoralising to realise my CEP is tagged to my entry as a diploma holder. Feels hypocritical to tell students that there are so many paths now when in actual fact moe itself differentiates based on merit even if we are doing the same jobs.

A lot of schools are already saturated with KPs, so much that they have to expand the HOD room. Sometimes can see entire departments with more HODs than normal teachers. HOD of subject, HOD in non-acad areas, like ICT, CCE, and various YHs and LHs. Haven't include the SHs and AYHs. Super top heavy.
The situation is quite bad, that sometimes the openings simply isn't there, and high CEP people have to find opportunities elsewhere. Sometimes existing KPs are 'forced' to make way for new and upcoming staff. People got bills to pay and family to feed.
Education level is highly correlated with CEP. JC teachers a lot have FCH and masters. CEP is naturally higher than sec school, where average qualifications are slightly lower, where 3rd class and pass degree grads can be found. It's even lower for pri sch, where there are still a sizeable number of diped non-grads, whose CEPs are the lowest and end up being the sacrificial lamb with regards to career advancement.
The way appraisal is done will never change. The powers that be have benefitted immensely from this subjective unfair appraisal system. Why should they sabotage themselves by changing it to be fairer and more transparent?
There is no such thing as meritocracy in public service.
Which director-general, saf general, perm sec has a non-scholar background?
I will only believe in meritocracy the day non-scholars and rise up to become the heads of their respective ministries.

no lah. not hypocritical, diff pathways but they should pursue what they are good at. teaching is fundamentally academic.

actually all the ppl concerned abt low cep, slow promotion etc - if u think you are really that good and deserve high promotion and cep, go for how posting lor. yes i heard that cep assessed by hq is given more weight than that by schools ; u prove whether u can think n conceptualise systemic things ( and be assessed by big bosses). of course not eve tine makes it. many behave like school staff or even KPs ; knowing only tried and tested wats and following SOPs.

It’s not true. CEP is not tagged to your qualifications. I only have Dip Ed, but my CEP is at SEO2.

Not sure what you mean by more weight. The Division ranking panel might be able to raise your CEP higher than what a school ranking panel is normally allowed to.
However, let's say your CEP is at SEO2-equivalent. Regardless of whether it was a school panel or a HQ Div panel that last touched your CEP, it's still exactly the same CEP.
