No reason for your school to be so special. If you still haven't heard from anyone, most likely means no promotion this year. Try again next year.

5th geo3 here. I can vouch for this. I thought I'd be promoted to 4 this year but unfortunate not. Maybe because I've got a pass degree? Been getting B and C+ but no promotion. But that's fine. I'm too bigger down with my kids to wayang more than I need.

You can ask HR anything you want, but you will just get a canned response. The standard holding line. I don't think any HR officers are at liberty to reveal anything useful to you.
But one thing is for sure: NEVER reject a promotion in the GEO grades. You might not be given another promotion till much, much later. It is already so slow, why make it slower?

Official release is on 1 April, no meh? But by now individuals would have been informed, correct?

Many schools should have informed the promotees by now. They are likely celebrating over the weekend.
Some schools will choose the next upcoming contact time to announce to all staff.
i.e. if your school "hasn't announced", it is likely that you are not one of those promoted.

I heard that the CEP of cross-level colleagues are higher ...i'm not sure if this is the truth. But looking at how they are promoted, it seems true.
Some Principals favoured cross level HODs than experienced primary school SH/LH.
As a result, results suffered. However, as the PSLE are not made known, it seems alright. Did anyone notice this trend?

based on hearsay, such people probably already qualified for these positions, so maybe their cep is already somewhere there? but since at their level, all positions already filled, then can only go for cross level to fill a vacant position lor

But quite ridiculous leh... for example HOD ICT in Sec Sch becomes HOD Science in Primary School. And this HOD teaches Chemistry in Sec Sch and qualifications is normal - not a scholar. At least, some scholar. The PSLE results for quantity dropped tremenduously as well as staff morale. However, the Principal continued to engage cross-level colleagues to be IP Head.
There is limited guidance and neither the school leaders nor any experienced HODs ensure that PCK PD is done properly or should I say correctly? Over emphasis of content that is not required in primary school syllabus and ST (also cross-level) just shares verbally only. Seems like if these cross level colleagues just need to talk and wayang... leeching experienced primary school colleagues to hand over their resourves leh ...
