Yes, 100% the HOD's fault. 6 year young teacher stuck at GEO3, HOD's fault. Merit increment small as ****, HOD's fault. Iron-fisted taskmaster principal, HOD's fault. FSBB rolling out without corresponding increase in EO headcount, HOD's fault.

These HoDs are middle management mouthpieces for MOE. The last two pay adjustments benefit these KPs the most while the rank-and-file teachers who do the real work that value-adds the system get the lowest increment.

HOD can fight for teachers’ grade to be B. Can propose raise CEP but most won’t because they scared you will overtake them. Also, HOD can reject tasks for their teachers. Eg. the marking load in the department is already high because of lack of teachers, do not assign my teachers for event planning. Do not assign my teachers as the form teacher of more challenging classes. Give it to music teacher who has no marking. Give it to the math/science teachers who are often in excess. HOD CAN DO SOMETHING but most don’t do anything because they don’t want to rock the boat.

I would like to express my amazement at the stupidity of some of the posts (such as the one quoted above) about issues such as:
- Oh, teachers have slow progression because they dunno how to find faster ways to promote
- Oh, teachers work long hours because they don't know how to manage their time spent on T&L
- Oh, teachers did not feedback about manpower shortage to KPs and SLs so of course they will suffer from overwork
These reflects a few things:
1. The poster is not an MOE teacher, and comes here to babble and gaslight people based on limited knowledge (refers to pretty much 90% of the public unless family member/close friend is a teacher).
2. The poster is a dead weight GEO5 who has managed to offload so many things that they have lost awareness of what's going on around them despite drawing about $2000 per month more than a GEO3 or 4 who is working doubly hard.
I am genuinely worried about the future of education here, if problem number 2 is the true reason AND a common phenomenon in the majority of schools.
To these posters - you think teachers don't give feedback? You think that, outside of this forum, official channels did not receive feedback?
The younger teachers are definitely not stupid. I may not be a teacher or as smart as many of them - but I do know that many young teachers are talented, capable and passionate, only to have such rubbish inflicted onto them, and finally being gaslit into thinking that resigning, or suffering in silence are the only solutions.

Wow someone said give it to the music teacher who has less marking. Mind you, we PAM teachers have lots to plan.
You so good, come and do PAM
Art has way lesser marking but way more periods
Music has minimal marking but lots to plan and way more periods
PE teacher holds the responsibility of pupils safety.
I believe everyone is equally miserable in the sector. Not only you because during common marking, everyone has to mark and help one another.
It’s kind of a no choice thing but ppl still get things done
True like someone said, if you not happy then quit loh
But is the heart that we can’t bear to leave cos we really want to teach even though admin can be … disgusting

Aaaand this is why you are not HOD material. You have no organisational awareness. If your HOD "allows" you to get difficult form classes, it must be because your HOD has no ability or will to push this difficult class to "somebody else who deserves it more". Wow, just wow. Fight for your grade to be B? Ha ha ha. For someone who is so narrow minded and expects his boss to fight for his selfish unrealistic needs at the expense of the wider school needs, you should be glad your HOD doesn't volunteer you to tank the C- for the year.

Then what is the solution you propose? If feedback to management and nothing is done, just accept it? You mean management (SLs and HODs) really cannot do anything and teachers have to just accept all the rubbish work?

If feedback to HOD already, then if HOD never do anything, what does it tell about HOD? Then why not HOD ownself tank the job? Such HODs then don’t have organisation awareness. Don’t know that people are leaving because of the unreasonable workload.
