Anyone can enlighten me, since if you get C- your promotion is held back 3 years. If lets say one got a C- last year and get one this year again, does that 3 year holding back accumulate or does it get reset whenever you get a C-?

How are cca main teacher ics chosen? Do u need a minimum GEO rank/no. of years in service to be appointed?
