So if GEO3s demonstrate their ability to perform "at the next level" for years and years (which is the usual (non-)answer when you ask RO/SLs "how do I get promoted?"), why does the system retard their progression?

Honestly, there isn’t really gonna be a lot of promotions; rate of promotions has gone down very drastically over the years due to excess of teachers.

Unless suddenly many many teachers retire at one go, who knows

Yeah, too bad MOE considers it a waste of money to have a smaller student to teacher ratio across the nation.

Just keep the education system in its current state as a factory line mass producing elite test-takers and compliant yes men at a low unit cost.

Agree with you. Still stubborn to change to smaller student to teacher ratio, when many countries like Sweden are amongst the best in terms of education and maybe ahead of us with smaller class sizes and innovative teaching strategies.

my pay increment from geo5 to seo1 all in is $481. nothing to shout about.
