I think the previous post was more referring to middle/senior managers who chut pattern to boost their own KPIs until they forget their basics of being a people manager. But since there's no 360 appraisal, bad "people managers" have an incentive to continue pushing for their KPIs at the expense of their people.
If the system rewards them better for doing well in their core job as a leader and manager who values their people, maybe they will be less inclined to play badminton at the expensive of teacher welfare/well-being.

Open posting for HQ
After 17 years in schools, I am considering applying to MOE HQ during open posting 2021. Do you think it will be difficult to be successful?
My colleague mentioned that we do not need to have our own CV, it is already done for us and that we only need to download it from the system?

1) Really depends on you, and how well the role fits you. All I can say is, it's pretty competitive.
2) Yes, can generate CV from HRMS.

I am coming to my fifth year as GEO 4. For the past 3 years, I have been involved and leading quite a few projects with external partners, sharing at school and national level, mentoring new teachers etc. However, there are other officers at my level who are holding positions (LHs) so my grade has been average the past few years. I was told that I need to "do more at the next level" which I am not sure what it means as I have been doing what I have mentioned above. Do you think it is reasonable time for me to move to the next grade?

Doing all those is not enough. Some people stay at GEO4 for 10 years or more. Ask for a bigger portfolio to handle - SH / LH / AYH

You answered your own question. If other geo4s are holding LH roles, and you're not, assuming all of you perform equally well in your respective roles, they will get promoted before you.
It isn't even an issue of subjective grading anymore. There are hard benchmarks to explain the problem you're facing.
