Think there are many variables that we (or at least, I) are not privy to and it's hard to even give an estimate. My own feeling is that - it seems a lot harder today than it used to be. Feel that GEO3 -> GEO4 (or 1A1 -> 1A2) could be done pretty quickly in the past.
But recently, I've seen consistent A/B-graders (still at junior grades) not getting promoted for awhile, even the year after raising of CEP. So it doesn't need to be the following year. Quote:

How long did it take for some of you guys to get promoted from GEO3 to 4? Seems like 2.5 years is the norm for an above average performer. Have several colleagues who were promoted around then~

If you read the KRAs for GEO3 especially, the 'A' column doesn't really expect the officer to be a high calibre middle manager - only a good experienced teacher (perhaps on par with his/her super lao jiao GEO5 colleagues). |
