i raised my ceiling to my P and she just says time isn't right... or too short in subgrade.
Somehow I feel she's not saying everything and withholding some info.
My RO is ********ting when she says she don't know.
But i appreciate all the help and advise you guys are giving.
Can I ask, if I get geo4 next year, I only get promotion pay raise and no merit increment still right?

How many yours are you in your subgrade? By hitting ceiling, are you hitting the ceiling of geo 3?
If along the years, you got a D or even a C-, this will push back your promotion by at least 3 years..
The fastest I have seen for a geo2 to 4 would be 4 years, even for ladies. Your CEP has a part to play also.. At the closed section of the wr form is the part which is not revealed to JH, your SLs together with your ROs will decide whether or not to recommend you for promotion..

For you to hit your ceiling of geo 3 of $5.6k at the end of your 5th year is not too shabby.
This would mean you had B graders merit increments to bridge the salary. I have friends who only hit geo 4 only at their 8th or even 9th year..
Even as geo 4, their salary is still below $6k.. Only geo 3 is guaranteed provided one doesn't do silly things.. Geo 4 and 5, it depends on your performance already.
For you to confront your P, I think it's a strict no no in civil service. But then I may be wrong.

GEO 2 as BT? GEO 2 BT to GEO 3 is very fast. 1 to 2 yr. Progression to subgrade above this will take more time.
