Just want to ask when did you guys registered for the PGDE intake?
I registered in Feb and went for interview in April and done the Medical and English Assessment. However I have not heard anything from MOE till date.
Is it normal?

Different scheme of service, so not possible. One needs to be an Education Officer to become a Principal. VP(A)s, who are MXOs, can look for further career progression in staff roles in MOE HQ.

Can you clarify when you cleared practicum? Since you received confirmation, I'm assuming you completed it last year. As mentioned by others, cohort promotions are not guaranteed. I know of a BA who received an October promotion (completed practicum last jul).
No point to ask your RO since officers would be flagged out by HR and channeled to P for endorsement. In a sense, it'd quite obvious why you weren't promoted because internally, your LP was not raised. Your other peers who received their promotions could have had their LP raised during ranking last year. Typically it would be accompanied by a better performance grade to justify as well (minimum C+).
Instead of asking why, you should work on your KRAs and being a better educator. I know of many officers who didn't start out so well (slower promotion) but ended up rising to the occasion and eventually performing well.

Misconception here, promotion rate is not determined by LP. Not everyone will have LP assigned to them, but one does not need LP to be considered for progression through the GEO subgrades.
