OP here. Yes, some of the other guys in my cohort got their promotion letters with their confirmation letters. I shall ask my RO about this.
Regarding the timeline for males who served NS or equivalent, is it supposed to be within the confirmation year or 1 year after the confirmation year? Last year was my practicum year, and I got the confirmation letter this year, which I suppose is the norm.

Time norms come with exceptions too. Your RO and SLs know and have the answers you seek. Whether they tell you depends on whether you ask the right questions. If the answer they give is not sufficient, escalate to HR or STU.

Hi, do keep us updated. This is my third year in service (female) and did not get the “cohort promotion” to GEO3. Many of my classmates did not get promoted as well but some of my batch mates did. Am thinking if I should go to my SLs or contact HR/ STU immediately.

Can you clarify when you cleared practicum? Since you received confirmation, I'm assuming you completed it last year. As mentioned by others, cohort promotions are not guaranteed. I know of a BA who received an October promotion (completed practicum last jul).
No point to ask your RO since officers would be flagged out by HR and channeled to P for endorsement. In a sense, it'd quite obvious why you weren't promoted because internally, your LP was not raised. Your other peers who received their promotions could have had their LP raised during ranking last year. Typically it would be accompanied by a better performance grade to justify as well (minimum C+).
Instead of asking why, you should work on your KRAs and being a better educator. I know of many officers who didn't start out so well (slower promotion) but ended up rising to the occasion and eventually performing well.

0 chance. VP(Admin) doesn't have what it takes to be a P. But my school had a VPA who was promoted to Deputy Director in MOE HQ but it's non academic role.
