Yes. Typically, HR will clear 3 and make the offers.
About 66% rejection rate.
Assuming 1 job and 3 cleared.

Yes, mid careerist can nego based on your relevant experience and last drawn pay etc.
Only fresh grad cant nego as you only have your cert.

Hiring manager here.
Think one reason you didn't hear anything after submitting the application is that the post's already filled but the ad's still online for some reason.
For instance, I already made my decision on the candidate more than a month before, but the ad'll run online for another week!
So pity those who applied since early Nov.

are you able to advise..... when hiring manager calls you and say that 'they are likely to offer you in the range of $xxxx, are you okay?'
i told them ok since i figured there is a fixed calculations anyways. so i suppose my main questions would be:
-if i did push for higher salary, will it jeopardize the chances?
-once they offer you, can you ask for higher pay?
-at that stage, still can fail one right?

Just ask diplomatically. No harm doing it.
But then again, the hiring manager should have asked during the interview what is your salary expectation.
