each job role has a different scale of rank, similar to civil servants. so when you join as a uni fresh grad, you will join as DX9. each position also has a range of rank. so many positions are DX9-10 or DX9-11. meaning you can promote up to the max rank of DX10 or DX11, depending on your estab.
you can rotate within your rank every 2 years. if you want go higher, it will be DX12-13 range. progression depends on yourself, time and space. you can be very fast and be DX12 in 6 years or you can take your time and be in 10-15 years also can. if no one resigns, then no slot for progression (within your same community).
HR will always tell you that your pay is competitive. I would only admit it is competitive initially as a fresh grad only. later you will realize you are underpaid when your peers earn more but do less than you.

Hi gents,
If I have roughly 3 years plus of job experience at other ministries, what grade should i be expecting should i manage to land a role? DX9 seems to be an entry grade....will HR usually be open to discuss grades and salary before giving offer letter?
and generally, what is the next steps and how long does it usually take after interviewing at the site?

Yes. The recruitment is decentralized to each unit/dept.

The entire process will take 2 to 4 months.
Time for each stage depends on many factors.
