Of course Job A. The $200 extra is not worth the iron rice bowl that comes from perm in ministry.

My view is that more importantly, what do u hope to end up doing eventually? Do u want to be in procurement and rise to management in the long run? What kind of career do u want?
Take the job where u can continue to progress in the direction u would like to. 3 years' contract is not that short.

Agree with above +2 comment. Go for the perm ministry one.
Since ur joining civil service / stat board, talking about career prospect, interest and moving up to management all pointless. The moment you join your promotion and future increment is more or less fixed, better to go for stability then panic every 3 years when it comes to renewal.
