Minimally, for the same amount of workload expect the same amount of resources booking each year, not dwindling resources booking. At this rate, if there’s no cyclical peak and you’re asked to work back to back at a high functioning level throughout the year, with annual leave approval granted based on when they allow you (aka based on when engagements don’t need you), they will leave, especially since the first two year pay is only paying peanuts.
It’s not about working overtime or not. it's about having some empathy for the employees health.

Underutilisation or not, you will still get paid the same amount of bonus as those who are not fully booked. Overutilisation: good job admin
